Horizon Europe

Association to is the deepest form of collaboration offered by the European Union (EU) in research and innovation. As of 2024, Canadian researchers are eligible to collaborate in calls under Pillar II of the program on equal terms with entities from the EU Member States.

The primary focus of Pillar II is on shared global challenges: climate, energy, digital economy, and health.

Canadian researchers now have access to networks of research in the EU and 18 other countries associated with Horizon Europe.

Please note that Horizon Europe is a very competitive program (on average, the success rate is 20%). We highly recommend that researchers join a consortium.

Work programmes drive the current and forthcoming calls. The 2025 work programme is expected for release in spring 2025.

The framework for the EU-Canada relationship is set out in the Strategic Partnership Agreement (SPA). The SPA reflects recent global developments and provides a platform for advancing Canada-EU foreign policy goals, as well as joint international action.
