This talk will cover the issues and challenges of implementing a major public policy in the education field.    In October 2009, the Ontario Government announced it would over a 5 year period phase-in the move of 250,000 kindergarten children from 1/2 day to full day kindergarten. At maturation the cost of full day kindergarten is approximately $1.5 billion, not including the $1 billion in capital to build and renovate 4000 classrooms to accommodate the longer classroom day.  Implementation was not without it's challenges, but two years after full implementation, there is no doubt that full -day kindergarten is here to stay.
