Summary: In the Systems Engineering process, development typically starts with a needs analysis. The needs then guide requirements definitions which, in turn, guide later stages of development. Requirements are 鈥渇rozen鈥� at relevant design milestones, and their modification is avoided as much as possible. In more advanced stages of development, when solution options come into play, often initially unthinkable possibilities open up in terms of increased safety, security, resilience, availability, reliability, etc. of the system under development. But as the requirements can be met without exploring these (belatedly recognized) possibilities, their exploitation is typically not even considered, mainly to avoid additional development costs. Responsible respecification aiming at improving certain system attributes, however, is an ethically desirable concept, and its costs could be negligible or easily negotiated in light of its significant benefits. In this talk, the challenges and potential of including responsible respecification in the life cycle of a system will be evaluated, especially with a view to critical systems.
