Grant Kippen, the Chair of the Electoral Complaints Commission for the 2009 presidential election in Afghanistan, believes the international community must share responsibility for the widespread fraud in that election. In a lecture at the Centre on lessons learned from the election, Kippen said the international community should have done more to provide Afghanistan with the knowledge and administrative infrastructure needed to ensure “transparent, credible, and inclusive elections.”
